Cover Site Prep & Utilities: The Pasadena Owner’s Guide

Site prep and utility rough-in for a Cover unit in Pasadena typically runs $12,000 – $28,000 installed, depending on what your lot gives us to work with: slope, soil, sewer lateral location, and how far the electrical service has to travel. Most Pasadena homeowners discover they need this phase when their project stalls at permitting, or when a contractor’s bid comes back with a utilities allowance that doesn’t match what the city actually requires. You’ll know something’s off when the excavation quote doesn’t mention trenching for the sewer connection, or when nobody has talked to Pasadena Water and Power about service sizing. That’s the moment to slow down and get the utilities drawn properly, because this is the part of a Cover build that’s buried and expensive to redo.

We are an independent service provider. We install and prepare sites for Cover units, but we’re not affiliated with Cover itself.

Which Cover Models This Applies To

Cover builds panelized accessory dwelling units with steel framing and factory-cut openings. The site prep work doesn’t change much between Cover’s studio and one-bedroom configurations, because every Cover unit arrives on a foundation we design, with utility stubs placed to match the factory drawings. What does change is the foundation type. Cover units sit on either a raised perimeter foundation or a slab, and Pasadena’s hillside lots often push you toward a raised system with engineered piers. If your lot is in the Bungalow Heaven area or up toward Linda Vista, expect the foundation conversation to involve some patient grading math.

On the compatibility side, the thing to confirm before buying any materials is the utility stub-out location on your Cover unit’s foundation plan. Cover’s drawings call for a 2-inch electrical conduit sweep, a 4-inch sewer line, and a 1-inch water service. If a previous contractor quoted you with a 3-inch sewer lateral because that’s what their usual prefab brand uses, that’s an expensive miss. We’ve corrected that exact situation twice in Pasadena. For materials, we use Schedule 40 PVC for sewer, Type K copper for water, and rigid steel conduit where the electrical crosses under a driveway or walkway. Aftermarket parts are fine here, but the OEM utility coordination drawing from Cover is the one document you shouldn’t substitute.

Signs Your Cover Site Prep & Utilities Is Failing

This isn’t a part that fails visibly, like a spring or a sensor. It fails as a set of expensive surprises. Here’s what it looks like when site prep wasn’t done right, or when it’s slipping on an active build:

  • Water pressure drops every time the irrigation kicks on. This points to an undersized water service or an existing main line that’s already at capacity. We see this on older Pasadena lots where the original 3/4-inch service wasn’t meant to feed two homes.
  • The sewer lateral inspection keeps failing. Cast iron lines from the 1940s and 1950s are common in central Pasadena. If the camera finds root intrusion or a belly, the city will not sign off on connecting a new ADU to that line until it’s repaired or replaced.
  • Excavation reveals soil that won’t compact. Some Pasadena slopes have expansive or loosely filled soil. If you’re a week into footing prep and the geotechnical report is the thing holding up your permit, that’s a utilities-and-grading failure, not a Cover problem.
  • The electrical panel can’t take the new load. A Cover studio typically pulls a 100-amp subpanel, and a lot of 1930s bungalows in Bungalow Heaven still run on a 60-amp main. If nobody has looked at the panel before the unit arrives, you’re buying a service upgrade mid-project.
  • Standing water pools where the foundation will sit. This is a drainage failure, and in Pasadena’s winter rains it’ll stop a pour for weeks. It’s also the easiest one to check yourself before you spend money: walk the site after a heavy rain and see where the water goes.

Replacement Cost & What’s Included

A utility trench with new sewer pipe and conduit

Full site prep and utilities rough-in for a Cover unit in Pasadena, including grading, foundation excavation, sewer lateral connection, water service, electrical trenching, and permit coordination, runs $12,000 – $28,000. The wide range is real and comes from a few things: how far the sewer lateral has to run, whether Pasadena Water and Power requires a panel upgrade, and whether the lot needs retaining work or pier drilling. Here’s what the numbers look like line by line:

  • Grading and excavation: $3,000 – $8,000 depending on slope and soil conditions in your part of Pasadena.
  • Sewer lateral (new or replacement): $4,000 – $10,000. If the city requires a full replacement from the house to the street, that’s the high end.
  • Water service line: $1,500 – $3,500 for a new 1-inch line from the meter to the unit.
  • Electrical trench and conduit, plus subpanel: $2,500 – $6,000 depending on distance from the main panel and whether a service upgrade is required.
  • Foundation (slab or raised, for a Cover unit’s footprint): $8,000 – $18,000. Piers on a hillside lot push this up.

Every number above includes labor and materials, with permits pulled and inspections scheduled. We hand you a written price before any work starts, which means before excavation, before trenching, before the first piece of conduit goes in. That price doesn’t change unless the city or the soil throws us something genuinely new, and we document that with you in writing. The workmanship is covered by our 365-Day Done Right Promise.

DIY or Call Us?

What you can do yourself: observe water flow after rain, check your main panel’s amperage rating, and request a sewer camera inspection before you commit to any build. These are diagnostic steps that protect you from a bad quote. What you shouldn’t do yourself: dig a sewer trench, tie into a live electrical panel, or pour a foundation. Utilities rough-in requires licensed trade work in Pasadena, and a mistake with a gas line, a live conduit, or an unstable trench is exactly the kind of injury that doesn’t give you a second chance. If you want to see what your lot actually allows before construction starts, call us at (626) 657-5461. Ben Ortega has walked more Pasadena lots than he can count, and he’ll tell you the truth, not the timeline.
